Phyllis J. Heiss-Cutlip, age 87, passed from this life to the next at 7:20 am, on August 5, 2025, after a courageous battle with an extended illness. She resided at the Vineyards at Concord long-term care facility in Frankfort, Ohio, at the time of her passing. Phyllis was born on March 12, 1938, to the late Gertrude (Greene) and Karl Roth in Belmont County, Ohio.
Phyllis attended Steubenville High School before moving to Chillicothe, Ohio her senior year. She met and married the late Charles McCoy Heiss on November 26, 1955. The couple raised three children: Charles David, Steven Karl, and Monique Lynn Heiss. Phyllis preferred to remain a stay-at-home mother until all three of her children had graduated or were in high school. She was very active in the Cavalier Moms' Club, Cub Scouts, and the Chillicothe Schools Parent-Teacher Association.
Phyllis worked as a social worker at several agencies in the Ross County area prior to retiring after 17 years as a Correctional Programs Specialist at the Ross Correctional Institution in Chillicothe. It was at that facility where she met then married Correction Officer Oliver "Butch" P. Cutlip, on October 2, 1999. Butch proceeded Phyllis in death on January 5, 2025.
Phyllis is survived by her son Charles D. (Lora) Heiss, Mount Gilead; daughter, Monique Heiss-Blazer, Chillicothe; granddaughter, Carrie-Heiss (Jamie) Hartsaugh, Kingston; grandson, Tyler (Chandra Dean) Speakman, Greenfield; granddaughter Kelsey-Heiss (Jared) Penrod, Mount Gilead; grandson Haden Heiss, Chillicothe; grandson Jacob Heiss, Thornville; niece Mary Elizabeth Bumbico-Waleisky, Martins Ferry; six great-grandchildren; several great-nieces and -nephews; step-son Chistopher (Lisa) Cutlip, Piketon; and several step-nieces, step-nephews, and step-grandchildren.
In addition to Charles M. Heiss and Butch P. Cutlip, Phyllis was also preceded in death by her son, Steven K. Heiss; granddaughter, Briana Blazer; brother, Robert Lael; sister, Judith Roth-Bumbico; nephew, Bryan Bumbico; step-father, Robert E. Gheen Sr.; and step-daughter, Lynne Oman.
In honoring Phyllis's wishes, there will be no calling hours or graveside service. The immediate family will gather for a celebration of life, prayer, and the interment of cremated remains at a time and location yet to be decided.
