Frances J. Primer, 87, of Chillicothe, passed away peacefully at her home at 1:15pm on August 4, 2025.
She was born March 6, 1938, in Ross County to the late Lloyd and Mary (Beechler) Skaggs. On September 21, 1956, she married Robert W. Primer, who preceded her in death on December 10, 2010.
Surviving are their four daughters: Tonya Capel, of Mariatta, GA, Vicky Primer, of Ocoee, FL, Cathy Primer (Marshall Smith), of Kingston, OH, and Robin Primer, of Chillicothe; grandchildren: Claire Capel and Sebastian Northey-Primer; a sister Helen Mills, of Columbus; brothers Rodney (Kathy) Skaggs, of Bainbridge and Wesley Skaggs, of Bainbridge; and her beloved canine "Giorgio." She was predceased by her parents; her husband, Bob; brothers: Floyd, Delbert, Roger, Delano, Curtis, Lesley and Harold Skaggs; a sister Elanor Taylor; and sister-in-law Katherine Adams.
Frances was a graduate of Buckskin High School, Class of 1956. She loved being outdoors, working in her yard and flower garden. She also enjoyed working a good crossword puzzle.
At her request, there will be no public services. She will be interred with her beloved husband Bob in Bainbridge Cemetery at the convenience of the family.
