David Skaggs

David A. "Al" Skaggs, II, 53, passed away unexpectedly March 29, 2023, at his residence (following complications of diabetes.)   He was born December 17, 1969, in Chillicothe, OH, to Cathy A. (Karpen) Skaggs and the late David A. Skaggs.   David is survived by his mother Cathy; sister and brother-in-law Nicole (Jim) Wills, his special niece Chloe Wills; and his cat "Zoey."   David graduated from Southeastern High School, Class of 1988.  He obtained his Bachelor's degree from Ohio University in 2015 and his Master's in Business Administration from Ohio Dominican University in 2018.  He was employed by the State of Ohio, Office of Budget and Management.  He was an avid Pittsburgh Steelers fan.   At his request, cremation services will be conducted under the direction of Haller Funeral Home & Crematory.  There will be no public service.  In memory of David, you can make a donation to the American Diabetes Association, www.diabetes.org
