He was born June 4, 1963, in Parkersburg, West Virginia, son of the late Henry and Anna Rose (McCutcheon) Cline.
Charles was an honorably discharged veteran of the United States Air Force, serving from 1982-1986.
Arrangements are being made to have military graveside honors in Ohio Western Reserve National Cemetery at a future date.
